ADMISSIONS ARRANGEMENTS FOR ACADEMIC YEAR 2022-2023

These Admissions arrangements been approved and adopted by the Governing Body in January 2021 and will be reviewed in Autumn 2022.
- In order to ensure that parents wishing their children to join the reception class at St John the Baptist Catholic Primary School, Andover, are aware of the procedures and considerations that will be applied:
- Places are allocated with transparent fairness and that;
- All legal requirements are met;
The Governing Body of the School maintains and publishes the Admissions Arrangements.
- These Admissions Arrangements are drafted to ensure that the School conforms to the School Admissions Code 2014, which can be found at the Department for Education website (www.education.gov.uk at the time of drafting) and all equalities legislation.
- This policy will apply to all admissions from 1 September 2022, including in-year admissions.
It will be used during 2021-2022 for allocating places for September 2022 as part of the main admission rounds for Year R.
General Information Concerning Admissions to the School
- The Governing Body is the Admissions Authority for St John the Baptist Catholic Primary School, Andover.
- For entry to the School in Academic Year 2022/23, the Published Admission Number (PAN) for St John the Baptist Catholic School, Andover, is thirty (30). Children will normally all be admitted to the school at the beginning of the academic year (parents who are considering deferring their child’s start date should refer to paragraphs 25-28.)
Exceptions – children that may be admitted above the PAN.
- Children of UK service personnel can be admitted as excepted pupils for Infant Class Size purposes under the School Admissions Code: (para. 2.15 f) where the applications are received outside the normal admissions round.
However, to ensure that the school can reasonably accommodate children admitted and not prejudice the efficient education and efficient use of resources, the Governing Body have agreed that 1 child in each Year R, 1 and 2 class may be admitted under these circumstance.
- Where the final place available is offered to a child who is a twin or from a multiple birth, then a place would be offered to all children from that particular multiple birth even though this would take the admission number above the PAN.
- In accordance with the Admissions Code, the Governors operate an equal preference policy. This means that the Governors will consider all applications for admission strictly in accordance with the criteria set out in these Admissions Arrangements, irrespective of the preference order expressed by parents when they applied for a place at the school through the Hampshire County Council.
Applying for a Place
- Any parent considering applying for a place at St John the Baptist Catholic Primary School, Andover, will need to complete:
If you are expressing a preference for a place for your child at St John the Baptist Catholic Primary School and wish to apply under a faith criterion, you should complete a Supplementary Information Form – available to download from the school website. Alternatively, contact the school office.

The Supplementary Information Form is important as it captures additional information required by the Governing Body, so that places may be allocated in accordance with the published criteria.
- The completed admission forms, together with all necessary supporting documentation, should be submitted to the School and Hampshire County Council Children’s Services Department as follows;
- The supplementary Information Form and baptism certificates can only be submitted to the school.
- The Common Application Form must be submitted to Hampshire County Council.
The deadline for submitting an application is 15 January 2022. Late applications (i.e. those received after that deadline) will be considered only after all other on-time applications have been fully processed unless exceptional circumstances merit earlier consideration.
- If a Supplementary Information Form is not submitted, the Governors can only rank the application on the basis of the information provided on the Common Application Form. It is the parent’s responsibility to ensure that all supporting documentation required (as set out in this policy) is produced prior to the closing date. Failure to do so may result in incorrect categorisation of the application, which could affect the offer of a place.
- Parents will be notified of the outcome of their application on the first working day after the 16 April 2022.
Children with a Statement of Special Educational Needs or Education Health and Care Plan
- Pupils with an Education, Health and Care Plan or a Statement of Special Educational Needs.
The admission of pupils with a Statement of Educational Needs or an Education, Health and Care Plan is dealt with by a completely separate procedure. Children with a Statement of Special Educational Needs or Education, Health and Care Plan that names the school must be admitted. Where this takes place before the allocation of places under these arrangements this will reduce the number of places available to other children.
- No Supplementary Information Form is required for any such children.
Admissions Criteria for Other Applicants
- Where there are more applications for places than the number of places available, places will be offered according to the following order of priority.
Category 1 Looked-After Children or Previously Looked-After Children who are baptised Catholics or who have been received into the Catholic Church. (Please refer to paragraphs 16 and 17).
Category 2 Baptised Catholic children of parents living within the parish of St. John the Baptist, Andover, who have a Supplementary Information Form signed by a parish priest confirming their weekly attendance at Sunday (or Saturday evening) Mass, at the point at which it is submitted (Please refer to paragraph 14).
Category 3 Baptised Catholic children of parents living within the parish of St. John the Baptist, Andover, who have a Supplementary Information Form signed by a parish priest confirming their attendance at Sunday (or Saturday evening) Mass at least monthly, at the point at which it is submitted (Please refer to paragraph 14).
Category 4 Baptised Catholic children living outside the Parish of St John the Baptist, Andover who have a Supplementary Information Form signed by a parish priest confirming their weekly attendance at Sunday (or Saturday evening) Mass, at the point at which it is submitted (Please refer to paragraph 14).
Category 5 Baptised Catholic children living outside the Parish of St John the Baptist, Andover who have a Supplementary Information Form signed by a parish priest confirming their attendance at Sunday (or Saturday evening) Mass at least monthly, at the point at which it is submitted (Please refer to paragraph 14).
Category 6 Other Baptised Catholic children. (Please refer to paragraph 14).
Category 7 Looked after and previously looked after children, not included in Category 1.
Category 8 Members of an Eastern Christian Church. (Please refer to paragraph 15).
Category 9 Children of other Christian denominations whose membership is evidenced by a minister of religion. (Please refer to paragraph 18).
Category 10 Children of other faiths whose membership is evidenced by a religious leader. (Please refer to paragraph 19).
Category 11 Other applicants
Within each of the categories listed above, the following provision will be applied:
- The attendance of a sibling at the school at the time of enrolment will increase the priority of an application within each category so that the application will be placed at the top of the category in which the application is made. (Please refer to paragraph 20). If there is more than one child with a sibling within each category, then these applicants will be prioritised by distance living from school (see below).
- Children living nearest the school: Hampshire County Council’s Geographic Information Systems (GIS) will be used to determine distances measured as a straight line (normally from the Ordnance Survey home address point to the school office).
- By random allocation: Where two or more pupils are equal in all respect and it is not possible to differentiate between them, this method will be used to allocate places (by a local authority officer not involved in the admissions process).
Definitions and Explanatory Notes
- Catholic. ‘Catholic’ means a member of a Church in full communion with the See of Rome. This includes the Eastern Catholic Churches. This will normally be evidenced by a certificate of baptism in a Catholic Church or a certificate of reception into the full communion of the Catholic Church. For the purposes of this policy, it includes a looked after child living with a family where at least one of the parents is Catholic.
For a child to be treated as Catholic, evidence of Catholic baptism or reception into the Church will be required. Those who have difficulty obtaining written evidence of baptism should contact their parish priest who, can consult with the diocesan Catholic Academies and Schools Office if they need further guidance.
- ‘Eastern Christian Church’ includes Orthodox Churches and is normally evidenced by a certificate of baptism or reception from the authorities of that Church.
- Looked After Children. A ‘looked after child’ has the same meaning as in section 22(1) of the Children Act 1989, and means any child who is (a) in the care of a local authority or (b) being provided with accommodation by them in the exercise of their social services functions (e.g. children with foster parents) at the time of making application to the school.
- Previously Looked After Children. A ‘previously looked after child’ is a child who was looked after but ceased to be so because he or she was adopted or became subject to a child arrangements order or special guardianship order.
- Children of other Christian denominations. “Children of other Christian denominations” means children who belong to other churches and ecclesial communities which, acknowledge God’s revelation in Christ, confess the Lord Jesus Christ as God and Saviour according to the Scriptures, and, in obedience to God’s will and in the power of the Holy Spirit commit themselves: to seek a deepening of their communion with Christ and with one another in the Church, which is his body; and to fulfil their mission to proclaim the Gospel by common witness and service in the world to the glory of the one God, Father, Son and Holy Spirit. An ecclesial community which on principle has no credal statements in its tradition, is included if it manifests faith in Christ as witnessed to in the Scriptures and is committed to working in the spirit of the above.
All members of Churches Together in England and CYTÛN are deemed to be included in the above definition, as are all other churches and ecclesial communities that are in membership of any local Churches Together Group (by whatever title) on the above basis.
- “Children of other faiths” means children who are members of a religious community that does not fall within the definition of ‘other Christian denominations’ at 18 above and which falls within the definition of a religion for the purposes of charity law.
The Charities Act 2011 defines religion to include:
- A religion which involves belief in more than one God, and
- A religion which does not involve belief in a God.
Case law has identified certain characteristics which describe the meaning of religion for the purposes of charity law, which are characterised by a belief in a supreme being and an expression of belief in that supreme being through worship.
- all natural brothers and sisters, half brothers and sisters, adopted brothers and sisters, stepbrothers or sisters, foster brothers or sisters, whether or not they are living at the same address, and
- the child of a parent’s partner where that child lives for at least part of the week in the same family unit at the same home address as the child who is the subject of the application.
- Children Living with Parents or Carers with Shared Responsibility. A child’s “home address” refers to the address where the child usually lives with a parent or carer and will be the address provided in the Common Application Form (“CAF”). Where parents have shared responsibility for a child, and the child lives for part of the week with each parent, the home address will be the address given in the CAF, provided that the child resides at that address for any part of the school week
- Children of UK Service personnel and other Crown Servants. Children of UK Service personnel or other Crown servants returning from overseas will be considered in advance of the move. If the parents can provide an official letter confirming the relocation date and a unit postal address or quartering address, the new address will be accepted as the address for the application. (Please refer to 23.d)
Supporting Documentation Required
- The following documents are required in support of applications:
- A SIF signed by the parish priest (or leader of other Christian Church or faith community) is required for all children who wish to be considered for categories 2, 3, 4, 5, 8, 9 or 10
- The Baptismal Certificate or letter of reception into the Catholic Church for children who wish to be considered for categories 1 – 6
- The Baptismal Certificate (if appropriate) or other supporting statement by a minister of religion, confirming membership of faith tradition of applicant in Categories 8, 9 or 10. The supporting statement may be made on the reverse of the Supplementary Information Form.
- An official Ministry of Defence, Foreign & Commonwealth Office or other Government department letter indicating a relocation date, if parents wish to exercise their rights under paragraph 21.
- If places remain, applications received after 15 January 2022 will be considered after 3 May 2022.
- Places for late applications will be allocated using the same criteria as for applications received by the due date.
Admissions Waiting List
Admission authorities must maintain a clear, fair and objective waiting list until at least 31st December of each school year of admission. Each added child will require the list to be ranked again in line with the published oversubscription criteria. (Admissions Code, 2.14)
- When all available places have been allocated, the School will operate a waiting list for children who have been unsuccessful in the main allocation process or for whom applications were not received by the published deadline for applications.
Any places that become available will be allocated according to the criteria set out in these Admissions Arrangements with no account being taken of the length of time on the waiting list or any priority order expressed as part of the main admission round. Please note that Catholic Looked after children, Catholic previously looked after children and those allocated a place at the school as part of a fair access protocol must take priority over those on the waiting list.
The waiting list will be reviewed and re-ranked:
- Each time a vacancy becomes available
- Each time a child is added to, or removed from the waiting list
- When a child’s circumstances affects their priority
- By the end of each Spring term, when parents with a child on the waiting list will be contacted and asked if they wish to remain on the list.
- When the school offers a place and this is not accepted the application will be removed from the waiting list.
Acceptance of a child onto the Admissions Waiting List does not imply that a place will become available before the start of the new school year.
Admission of Children Below Compulsory School Age and Deferred Entry
- A child is entitled to a full-time place in the September following their fourth birthday. A child’s parents may defer the date at which their child, below compulsory school age, is admitted to the school, until later in the school year but not beyond the point at which they reach compulsory school age, or beyond the beginning of the final term of the school year for which an offer was made. A child may take up a part-time place until later in the school year but not beyond the point at which the child reaches compulsory school age. Upon receipt of the offer of a place a parent should notify the school, as soon as possible, that they wish to either defer their child’s entry to the school or take up a part-time place.
- If the parents wish to defer their child’s admission to a later academic year, they will have to reapply during the appropriate admissions round.
Admission of Children Outside Their Normal Age Group
- Applicants may choose to seek places outside their child’s chronological (correct) year group. Decisions will be made on the basis of the circumstances of each case and what is in the best interests of the child concerned.
Applicants who are applying for their child to have a decelerated entry to school, i.e. to start later than other children in their chronological age group, must initially apply for a school place in accordance with the deadlines that apply for their child’s chronological age. If the admissions authority agrees for the child to have decelerated entry, they will be invited to apply again in the following year for the decelerated cohort
Applicants who are applying for their child to have an accelerated entry to school, i.e. to start earlier than other children in their chronological age group, must initially apply for a school place at the same time that other families are applying for that cohort. If the admissions authority agrees for the child to have an accelerated entry, the application will be processed. If it is not agreed for the child to have an accelerated entry, they will be invited to apply again in the following year for the correct cohort
Applicants must state clearly in writing to the Head Teacher why they feel admission to a different year group is in the child’s best interest and may provide evidence to support this.
Part Time Attendance
- When the offer of a place in the Reception class is made which would result in a child entering the school before he or she attains compulsory school age, the parents may request that their child only attends part-time until he/she reaches compulsory school age.
In-Year Fair Access placements by the local authority
- The local authority must ensure that all pupils are placed in schools as quickly as possible. It may therefore sometimes be necessary for a pupil to be placed by the local authority, or a local placement panel acting on behalf of the authority, in a particular school even if there is a waiting list for admission. Such placements will be made in accordance with the provisions of the local authority’s In-Year Fair Access Protocol. The Protocol is based on legislation and government guidance.
An application can be made for a place for a child at any time outside the admission round and the child will be admitted where there are available places. Application should be made to the school by contacting the school office.
Where there are places available but more applications than places, the published oversubscription criteria, as set out above, will be applied.
If there are no places available, the child will be added to the waiting list.
You will be advised of the outcome of your application in writing, and you have the right of appeal to an independent appeal panel
Withdrawal of an Offer of a Place
- Once an offer of a school place has been made, it may only be withdrawn in very limited circumstances, which might include the parent failing to respond to a request to present their child’s birth certificate and address evidence at the school within a reasonable period of time or the parent failing to respond to the offer of a place within a reasonable period of time or if the place was offered on the basis of a fraudulent or deliberately misleading application from a parent which effectively denied a place to a child with a stronger claim.
Right of Appeal
- In accordance with the 1998 Education Act, parents whose children are refused admission to the school have the right to an appeal by an independent panel. The appeal should be made in writing within 20 school days of the receipt of the notification of the unsuccessful application. Information on the Appeal Procedure with an Appeal Form is available from the school office or on the school website www.sjbschool.co.uk.

Parent(s) considering or making an appeal are advised to ask for the child’s name to be added to the Admissions Waiting List for possible subsequent acceptance, according to the priorities as detailed in the Admissions Arrangements. No priority is given for having gone to appeal.
